The city charter provides for a Civil Service Board to enforce and administer the city's merit system. The merit system governs those promotion, discipline and discharge procedures, which are not regulated by union contracts.
The board is comprised of five electors (registered voters) who are appointed by the city commission for three-year terms.
The board meets as needed.
Members who serve three full consecutive terms may be reappointed at the discretion of the city commission.
