The Board of Trustees of the Retiree Health Care Trust was created by Ordinance 2016-13 and shall be vested with the authority and responsibility for the administration, management and operation of the Trust. 

The board shell be a quasi-judicial body composed of five members as follows: the city manager, two members of the city commission who are serving as the city representatives on the board, one general member who is serving as the general member, and one police or fire member.

The regular terms of the office of the trustees on the Retiree Health Care Investment Board shall be four years or, if applicable, shall coincide with and be identical to their terms of office as members of the Board of Trustees of the Royal Oak Retirement System. 

The board meets on a Friday, monthly. 

Term limit 999 = no term limit (elected members may serve as long as they are re-elected)
